I think there're at least two possibilities:
either Karlsruhe, Zentrum für Kunst und
Medientechnologie (www.zkm.de ?) and Köln (Cologne),
Kunsthochschule für Medien (www.khm.de ?).
Websearch for this.
Austria, there may be in Vienna Hochschule für
angewandte Kunst, which offers a doctorate. The University
of Vienna might also worth searching and applying for.
