well, they are a priori to the subject as a
social entity, conditioned and socially constructed:
but this is it. (and rembember: even with Kant
it is not clear, where the a priori categories
can be located... if... - he didn't want to be
read in a purely psychological way)
and Althusser's state apparatus? - they of course
are there by now (and I hope they keep being there)
but not all institutions have to be by the state -
literature, even the internet is also an 'institution'
